We are seeking comments and views on this draft delivery plan. 

It explains what we plan to do and the implications for people with liver disease. We would welcome comments from:

  • the public
  • people with liver disease
  • the voluntary sector
  • the NHS and its partner organisations.

The Plan provides a framework for action by a wide range of stakeholders with an interest in liver disease. It states our expectations in:

  • delivering high quality care
  • ensuring the patient has the right care at the right time
  • delivering efficiency and effectiveness
  • tackling variation in access
  • reducing inequalities

A. Overview

In contrast to almost all other major causes of death, since 2001 the standardised mortality rate from liver disease for those under 65 years has increased.

The major causes of liver disease are sustained high levels of alcohol consumption, obesity and chronic viral hepatitis. All these conditions can be prevented and treated. However, many individuals at high risk of developing liver disease and those with existing liver disease remain unsupported, undiagnosed and untreated. There is a need to review how the position can be improved, both through what services can provide and through the actions of the individual. Too many of us fail to take the steps needed to prevent and improve their own health and wellbeing.

This Delivery Plan provides a framework for action by a wide range of stakeholders with an interest in liver disease. It also highlights the role individuals themselves can play in preventing and self managing liver disease. It sets out the Welsh Government’s expectations in delivering high quality care, ensuring patients have the right care at the right time, delivering efficiency and effectiveness, tackling variation in access and reducing inequalities. The plan is split into six themes:

Delivery Theme 1: Preventing liver disease and promoting liver health

Delivery Theme 2: Timely detection of liver disease

Delivery Theme 3: Fast and effective care

Delivery Theme 4: Living with liver disease

Delivery Theme 5: Improving information

Delivery Theme 6: Targeting research

For each theme this delivery plan sets out:

  • Delivery expectations to ensure patients receive the right care at the right time
  • Specific priorities for 2015 – 2017
  • Responsibility to develop and deliver actions
  • Assurance measures that will be used to monitor that this plan is effectively delivered and outcomes achieved
