Charles Clouston was a church minister in Sandwick.
Sandwick was a parish on the Orkney Islands. In 1887, the population was 1198. The main industry was agriculture and some clay stone quarries. There were no fisheries. Young women were employed in straw plaiting manufactures.

7 I studied medicine, & have a Diploma from the College of Surgeons of Edinb, so a part of my time is daily occupied in giving advice & medicine gratis. The oldest son of the principal Heritor also studied medicine
8. Does your experience enable you to suggest any measure – of general applicability – such as would be likely to relieve to some extent the evils (if they exist) of deficiency in the supply of Medical aid?
8 In the neighbouring parishes great evils exist from this deficiency, & it would be a great boon if there were a medical man in each District with a small salary to care for the bodies of men, as there are now several ministers in each parish to care for their souls
9. What Heritors1 are resident, either generally or occasionally, in your Parish?
9 The only extensive Heritor resident in this parish is W. G. Watt Esqr of Breckness. The next in extent does not pay £3 of stipend. but there are about 40 cottagers resident on their own lands
